The city manager is appointed by the Board of Directors and is responsible to enforce the laws and ordinances in the City of Bluefield, among other various tasks as directed by the City Code of Ordinances. The city manager is available to citizens. To schedule an appointment, please email or call his office.

Dane D. Rideout is the current city manager of Bluefield, West Virginia, serving since 2013. Dane is a former enlisted Marine and retired 25-year Army officer holding an undergraduate degree from Ball State University and a Master's in Public Administration from John Jay College of Criminal Justice at The City University of New York. He is a senior-rated aviator and combat veteran having served in both Iraq and Afghanistan with Army Special Operations and the 82nd Airborne Division. He most recently commanded the Garrison at West Point, New York, and now resides in Bluefield, West Virginia with his wife, Karen, and two pugs, Tug and Tater. They have two adult children, Zach and Lauren.

The treasurer is appointed by the City of Bluefield Board of Directors to perform duties as prescribed in the Code of Ordinances.

Kelly Davis is the treasurer of the City of Bluefield, West Virginia, serving since 2014. Kelly previously served as the treasurer and also the city clerk of the City of Princeton. She attended Bluefield State College where she focused on Business Administration with specializations in marketing and public relations. Kelly is a Mercer County native and enjoys the beauty of the region where she and her husband Hayden reside. She has one adult son, Kyle.

The city clerk is appointed by the City of Bluefield Board of Directors to be the custodian of all city records and legal documents. The clerk also records official actions of the Board of Directors and its appointed boards and commissions, codifies the city code, administers oaths of office, handles Freedom of Information Act requests, and serves as a notary public for the City of Bluefield. The City Code of Ordinances can be found here. In addition, the city clerk also acts as the chief election officer for municipal elections which involves acceptance of fees and registration of qualified applicants, securing voting places, printing of ballots, obtaining supplies, selection of poll workers, proper procedures for absentee voting, and certification of results.

Bobbi Kersey is the city clerk for the City of Bluefield, West Virginia, serving since 2013. Bobbi is a retired school teacher from the West Virginia public education system where she taught for 27 years. She is a graduate of West Virginia Wesleyan University and holds over 25 hours of graduate coursework from West Virginia University. She is an active volunteer at for the Bluefield Blue Jays, a member of Christ Episcopal Church, and member of the Trillium Garden Club. She and her husband, David, reside in Bluefield. They have two adult children, Nathaniel and Kristen.

The city attorney or city solicitor is the legal counsel for Board of Directors of the City of Bluefield, West Virginia.

Brian Cochran is the city attorney representative for the City of Bluefield, West Virginia, from the law firm Brewster, Morhous, Cameron, Caruth, Moore, Kersey & Stafford, PLLC.  He has served in this role since 2008.  Brian is a former member of West Virginia State Police and holds sixteen years of experience as a law enforcement officer.  He is a graduate of Glenville State College with a bachelor's of arts degree and is a graduate of the Appalachian School of Law with his Juris Doctorate degree.  He was admitted to the West Virginia Bar and U.S. District Court, Southern District of West Virginia in 2007.  He maintains membership in the West Virginia State Bar, West Virginia Bar Association, Mercer County Bar Association, West Virginia Municipal Attorney's Association, and sits on the Bluefield Baseball Club (Bluefield Blue Jays) as the city's representative.  Brian resides in Mercer County with his wife and three children.

The community and economic development director is charged with overseeing community life enhancements and assisting with economic development initiatives in the city.

Jim Spencer is the former county administrator for Tazewell County (VA) from 2002-2015.  He was employed by the county for approximately 23 years and served as the PSA administrator before assuming the role of county administrator.  He is a graduate of Bluefield State College with dual Bachelor of Science degrees in Applied Science and Civil Engineering Technology.  He is actively involved in youth activities in Tazewell County, has taught adjunct for Virginia Tech, volunteers as a Little League coach, is a former Greater Bluefield Chamber of Commerce chairman, and is an active member of Zion Hill Baptist Church.  He resides in Bluefield, Virginia with his wife, Becky, and their four children.
