The City of Bluefield operates under the guidelines of the council-manager form of government, meaning that the Board of Directors appoints the City Manager to serve as the administrative head of municipal government.

The Board of Directors provides policy direction for the City Manager and his staff. The Board also appoints citizens to various boards, commissions and authorities.
